Operation Bottleneck Relief, a city-wide plan to reduce congestion through signal timing improvements, will launch its fourth phase today at 60 intersections in the San Fernando Valley (around Ventura Boulevard, Victory Boulevard, Devonshire Street, and Sherman Way). The Dept. of Transportation will add 60 new intersections to the program each year, according to the city's web site; the entire project is supposed to give you a 20 percent faster travel time and lessen your overall traffic hell by 30 percent.
