The debate continues. The measure that would reform Proposition 47 is on the November ballot. The ballot measure is yet to be numbered but sparks are already flying between supporters and its opponents. Supporters say crime is out of control. Opponents say would be a   return to mass incarceration and harm black and brown communities.
