Plans to Convert OC 405 Lanes from Carpool to Toll Lanes Battled

A proposal by Caltrans officials to convert existing carpool lanes on a 14-mile stretch of the San Diego (405) Freeway in Orange County into toll lanes is being met with strong opposition from residents, city officials and the Orange County Transit Authority.
