Proposition 54 is on the California ballot this November. It seeks to change the way the California legislature does business . Here’s what it would do: It would require any bill in the legislature to be published 72 hours before it is voted on, its proceedings to be videotaped and posted on-line and it allows the public to record those proceedings.
