West Hollywood Ready for Halloween Party

It was only 54 degrees in West Hollywood early Thursday, but that didn’t bother some of the lightly dressed revelers preparing for the Halloween Carnaval. Toni Guinyard reports for Today in LA on Thursday Oct. 31, 2013.
