California Gov. Gavin Newsom announced Thursday that the city of Norwalk would lose its housing element after the city council voted to ban the construction of new homeless shelters.

An armed would-be robber who was shot to death by the owner of a Norwalk tobacco shop has been identified today as an Oakland resident.
